Lebara is a telecommunications company providing services using the mobile virtual network operator (MVNO) business model to customers in the United Kingdom, Germany, Netherlands, France and Denmark. Additionally, Lebara has license agreements for the use of the brand in further four global markets Spain, Switzerland, Saudi Arabia and Australia with Nigeria launching soon.
Lebara was founded in 2001 with the intent to bring something new to the telecoms industry. Created by three entrepreneurs who migrated to Europe from Sri Lanka, the company name was formed from a combination of the founders’ surnames, and Lebara quickly became one of the fastest-growing MVNOs in Europe.
Lebara became private equity owned in 2017 and our current owners Waterland acquired the business in Nov 2024. Lebara is a business on a transformation journey which has and continues to achieve results and under our new ownership the business is moving from a consolidation phase to a growth phase.
Lebara’s business has evolved based on its customers’ needs, from providing international calls to the migrant community, to becoming a significant value challenger within the wider telecoms category. Lebara offers prepaid and SIM-only mobile tariffs, and in 2017, Lebara launched its first postpaid monthly contract SIMs in the Netherlands. Lebara operates under the Full MVNO model in France and Germany and Light MVNO model in its other markets with the UK and the Netherlands preparing to move to full MVNO.

Role Summary
The Senior Project Manager will lead complex telecommunications projects primarily in the Mobile Network space but to also interact with all the business OSS, BSS and ERP platforms, focusing on the deployment and optimization of mobile network infrastructure. The role holder requires in-depth knowledge of network architecture and the ability to manage interconnections with Mobile Network Operators (MNOs).
Responsibilities:
- Lead end-to-end project management for mobile network deployments, including 2G, 3G, 4G, 5G (Non-Standalone and Standalone) and IMS networks, ensuring timely delivery within scope and budget.
- Plan and implement interconnections with MNOs for full MVNO network deployments working with Architects to agree design.
- Develop and manage detailed project plans using tools such as Microsoft Project, ensuring alignment with business objectives and technical requirements.
- Create high-quality presentations and reports using Microsoft PowerPoint and Excel to communicate project progress, risks, and outcomes to stakeholders to a senior level.
- Oversee the deployment and integration of core network systems, including GMSC, SBC, STP, SMSC, DRA, HLR/HSS, and on the IP layer, IP switches, fibre connections and interconnects.
- Provide technical leadership in network architecture discussions, ensuring robust and scalable solutions for IMS infrastructure and core network systems.
- Collaborate with cross-functional teams, including engineering, operations, and vendor partners, to ensure seamless project execution.
- Identify and mitigate project risks, ensuring compliance with industry standards and regulatory requirements.
- Manage vendor relationships, contracts, and procurement processes to support project delivery.
- Mentor junior team members and contribute to the continuous improvement of project management processes.
Person Specification
Essential:
- Advance experience in telecommunications project management, with a focus on mobile network deployments.
- Proven experience in deploying Full MVNO networks and building signalling, voice and billing interconnects with MNOs
- Experience deploying/managing IMS infrastructure and network architecture, with the ability to discuss technical details confidently.
- Familiarity with regulatory requirements in telecommunications (e.g., GDPR, Ofcom) is a plus.
- Experience with network virtualization and cloud-based telecom solutions.
- Prior experience working with global telecom vendors and operators.
- Mobile Packet Core Experience
- Bachelor’s degree in Telecommunications, Electrical Engineering, Computer Science, or a related field.
- PMP, PRINCE2, or equivalent project management certification is highly desirable.
Functional skills:
- Advanced proficiency in project management tools, including Microsoft Project, PowerPoint, and Excel. Creation of project plans, gantt charts, work package estimates, task and status trackers, and status presentations is essential.
- Technical Project Management with Agile Delivery. Full governance reporting.
- Exceptional project management skills, with a track record of delivering complex projects on time and within budget.
- Knowledge of DevOps practices or Agile project management methodologies.
- ITIL Service Management
- Strong analytical, problem-solving, and decision-making abilities.
- Excellent communication and stakeholder management skills, with the ability to present complex technical concepts to non-technical audiences to a senior level.
Network Skills:
- Expertise in core network systems including GMSC, SBC, STP, SMSC, DRA, HLR/HSS and on the IP layer, IP switches, fibre connections, and interconnects.
