Lebara is a telecommunications company providing services using the mobile virtual network operator (MVNO) business model to customers in the United Kingdom, Germany, Netherlands, France and Denmark. Additionally, Lebara has license agreements for the use of the brand in further four global markets Spain, Switzerland, Saudi Arabia and Australia with Nigeria launching soon.
Lebara was founded in 2001 with the intent to bring something new to the telecoms industry. Created by three entrepreneurs who migrated to Europe from Sri Lanka, the company name was formed from a combination of the founders’ surnames, and Lebara quickly became one of the fastest-growing MVNOs in Europe.
Lebara became private equity owned in 2017 and our current owners Waterland acquired the business in Nov 2024. Lebara is a business on a transformation journey which has and continues to achieve results and under our new ownership the business is moving from a consolidation phase to a growth phase.
Lebara’s business has evolved based on its customers’ needs, from providing international calls to the migrant community, to becoming a significant value challenger within the wider telecoms category. Lebara offers prepaid and SIM-only mobile tariffs, and in 2017, Lebara launched its first postpaid monthly contract SIMs in the Netherlands. Lebara operates under the Full MVNO model in France and Germany and Light MVNO model in its other markets with the UK and the Netherlands preparing to move to full MVNO.

Role:
The MVNO Billings and Settlement Manager will lead and manage the end-to-end billing, invoicing, and settlement processes for our growing operations team. Sitting within the Business Operations department, this role is critical in ensuring the accuracy, timeliness, and integrity of revenue and cost settlements across partners, suppliers, and customers.
Responsibilities:
- Oversee the complete billing lifecycle, including usage data processing, invoice generation, validation, and distribution for B2B and B2C MNVO traffic.
- Manage interconnect and wholesale partner settlements, ensuring timely reconciliation and dispute resolution.
- Collaborate with technical, finance, and commercial teams to ensure alignment on rating, charging, and service usage accuracy.
- Develop and maintain automated processes for billing and settlement to reduce errors and increase efficiency.
- Conduct periodic audits to ensure compliance with contractual obligations and revenue assurance policies.
- Lead the monthly and quarterly financial close processes related to wholesale and interconnect billing and settlement.
- Analyse billing and usage data to identify anomalies, trends, and opportunities for improvement.
- Own and manage relationships with billing platform providers and ensure service levels are met.
- Provide regular reporting and KPIs to leadership on billing performance, aged debt, and settlement timelines.
- Drive continuous improvement initiatives to enhance billing accuracy, reduce disputes, and shorten settlement cycles.
Person Specification:
Required Experience and Skills:
- Extensive experience in billing, settlements, or finance operations, preferably within a MNO/MVNO environment.
- Strong understanding of telecom billing systems, CDRs, and interconnect processes.
- Solid grasp of commercial and contractual principles around partner settlements.
- Proficient in data analysis tools (e.g., Excel, SQL); familiarity with billing platforms and ERP systems is a plus.
- Strong attention to detail with a proactive approach to resolving discrepancies.
- Excellent communication skills for cross-functional collaboration and stakeholder engagement.
- Ability to manage multiple priorities in a fast-paced environment.
Preferred Qualifications and Skills:
- Degree in Finance, Business Administration, Telecommunications, or a related field.
- Experience working with wholesale telecom partners and/or interconnect billing systems.
- Understanding of regulatory and compliance requirements in telecom billing.
